No other part of the Indian Constitution was applicable to any state without the order of the President.
What was Article 35A?
In 1954, the President of India made an order that Article 35A was implemented as part of Article 370. This article empowers the Jammu and Kashmir Assembly. That the government of Jammu and Kashmir will decide who is the permanent resident of Jammu and Kashmir. Under this, only the permanent residents of Jammu and Kashmir could buy property there, get government jobs and also get other government benefits. Health and education schemes also expanded more than before. Citizens of other states of India can now buy and sell property in Jammu and Kashmir just like Kashmiri citizens. This initiative of the Indian government was welcomed all over the world, but it was strongly opposed only in Pakistan. Pakistan raised this issue on many international forums but it did not succeed anywhere. The United Nations only appealed for peace. The Indian government called it its internal matter.
